Yayasan Rumah Energi (Rumah Energi) was established in 2012 as a social and community development organization. The organization is mandated to contribute to poverty alleviation, strengthen grassroots community livelihoods, build community capacity in climate adaptation and mitigation, and support disaster risk reduction through innovation and shared knowledge. Its work spans clean cooking through the Indonesia Domestic Biogas Program (BIRU), food security through sustainable agriculture initiatives, business incubation, community-based water conservation, Green Cooperatives, and the mainstreaming of gender equality and social inclusion. Rumah Energi has delivered benefits and impact to more than 149,000 beneficiaries across 20 provinces in Indonesia, supported more than 30,000 households in accessing renewable energy, capacitated more than 29,900 farmers, and engaged 312 local partners, including microfinance institutions, SMEs, and universities. Rumah Energi is currently consolidating its diversified program portfolio into an integrated and systemic approach to strengthening community resilience in energy and food systems.

To support Rumah Energi in achieving its vision and mission, the organization is seeking strong resource support for the Partnerships and Grants Officer role.

Responsibilities and Tasks

The Partnerships and Grants Officer is responsible for identifying funding opportunities,developing high-quality grant proposals and concept notes, cultivating strategic partnerships, and supporting grant management processes. This position plays a critical role in securingresources, strengthening donor relations, and advancing the organization’s mission and program sustainability.

The Partnerships and Grants Officer contributes directly to organizational sustainability by securing strategic partnerships and funding opportunities, enabling the organization to expand its impact, strengthen program delivery, and advance its mission effectively.

I. Tasks and Responsibilities

1. Strategic Partnership Development
  • Identify, establish, and maintain partnerships with donors, development agencies, NGOs, private sector actors, academic institutions, and other relevant stakeholders.
  • Support the development and implementation of partnership engagement strategies.
  • Support consortium building by coordinating partnership discussions, meetings, and networking opportunities.
  • Conduct donor mapping and prepare partnership profiles, briefing notes, presentations, and institutional capacity statements.
2. Stakeholder Engagement and Partner Relations
  • Monitor and disseminate funding opportunities from bilateral, multilateral, philanthropic, and corporate donors.
  • Maintain and regularly update the donor database and funding pipeline.
  • Build and strengthen relationships with existing and prospective donors.
  • Support donor stewardship and communication efforts.
3. Proposal and Concept Note Development
  • Lead the preparation, writing, editing, packaging, and submission of compelling concept notes, grant proposals, Expressions of Interest (EOIs), and other funding applications.
  • Coordinate proposal development processes across the Program, Technical, Finance, and Operations Team to translate field data, project impact, and methodologies into structured narratives.
  • Ensure proposals are technically sound, evidence-based, and aligned with donor requirements.
  • Collaborate with MEL Specialist to design clear logical frameworks, key performance indicators, and project timelines for proposals.
  • Integrate cross-cutting themes such as gender equality, social inclusion, climate resilience, safeguarding, and community empowerment into proposal development.
4. Grant Management Support
  • Support grant negotiation and agreement processes.
  • Monitor grant compliance requirements, reporting schedules, and key deliverables in coordination with the Program and Finance teams.Assist in preparing donor reports, project updates, and communication materials to demonstrate results and accountability.
5. Knowledge Management and Institutional Learning
  • Develop and maintain an organized repository of proposals, concept notes, donor intelligence, and institutional documents.
  • Document lessons learned and best practices from funding applications/submissions with MEL Specialist.
  • Support organizational learning related to partnerships, fundraising, and grant management.
  • Contribute to organizational visibility materials, including impact summaries, success stories, and partner profiles, and evidence-based learning products to strengthen organization’s positioning.

Qualifications

  • Bachelor’s degree in International Development, Public Policy, Social Sciences, International Relations, Business Administration, Communications, Environmental Studies, or a related field.
  • Master’s degree is an advantage.
  • Minimum 3–5 years of relevant experience in grant acquisition, proposal development, donor relations, partnership management, or resource mobilization.
  • Demonstrated experience in developing successful funding proposals for international donors and development agencies.
  • Experience working in non-profit, civil society, international development, climate, gender, or community development sectors is highly desirable.
