About Yayasan Rumah Energi

Yayasan Rumah Energi (Rumah Energi) was established in 2012 in the social and humanitarian fields. The organization is mandated to contribute and create positive impacts on poverty alleviation, strengthening the livelihood of grassroots’ communities, building communities’ capacity on adaptation and mitigation to climate change and assisting in disaster risk reduction through innovation and shared knowledge. Our flagship program is the Indonesia Domestic Biogas Program (BIRU). YRE has facilitated the provision of benefits and impacts to 191,085 beneficiaries in 20 provinces across Indonesia. 36,294 household get acces to renewable energy , 29, 946 practice the sustainable agriculture, 312 local partner including Micro Finance Institutions, SMEs and universities. YRE has been diversifying its program portfolios into food security, business incubation, water access and conservation and Green Cooperative programs.

One of YRE’s programs related to women’s empowerment and business incubation is Pro Women. The Pro Women program aims to strengthen women’s participation, promote gender-responsive policies, and enhance inclusive community engagement within the context of a Just Energy Transition in rural areas. The project focuses on empowering women, marginalized groups, and local communities to actively participate in decision-making processes related to renewable energy development, social inclusion, and sustainable livelihoods.

Responsibilities and Tasks

The GESI & Advocacy Officer will lead and support advocacy initiatives related to women’s rights, gender equality, social inclusion, and community participation within the energy transition agenda. The position is responsible for stakeholder engagement, policy advocacy, campaign coordination, evidence-based advocacy support, and strengthening collaboration with government institutions, civil society organizations, community groups, media, and other strategic partners.

The GESI & Advocacy Officer will ensure that advocacy strategies are aligned with principles of Gender Equality and Social Inclusion (GESI), human rights, and community-based approaches.

I. Tasks and Responsibilities

1. Advocacy & Policy Engagement
  • Develop and implement advocacy strategies and action plans related to gender-responsive energy transition policies.
  • Support policy analysis and identify gaps related to women’s rights, gender equity, and community participation in rural energy transition initiatives.
  • Support policy dialogues, consultations, and stakeholder engagement processes at local and national levels.
  • Build relationships with government agencies, civil society organizations, women’s groups, academia, media, and private sector stakeholders.
  • Support the process of preparing advocacy briefs, policy papers, position statements, and recommendations.
2. Community & Stakeholder Engagement
  • Facilitate inclusive engagement with women’s groups, local communities, vulnerable groups, and grassroots organizations.
  • Support community consultations, focus group discussions (FGDs), workshops, and public forums.
  • Ensure meaningful participation of women and marginalized communities in advocacy processes.
  • Strengthen local champions and community leadership on gender and energy justice issues.
  • Collaborate with media partners and communication teams to amplify advocacy initiatives.
  • Compile evidence and field findings to support advocacy initiatives.
  • Prepare stakeholder mapping and advocacy progress updates.
  • Ensure advocacy activities are implemented in accordance with project timelines and donor requirements.

Qualifications

  • Bachelor’s degree in Social Sciences, Gender Studies, Development Studies, Political Science, Law, Communication, Environmental Studies, or related fields.
  • Minimum 3 years of experience in advocacy, community organizing, gender equality, social inclusion, or policy engagement.
  • Strong understanding of Gender Equality and Social Inclusion (GESI), women’s rights, and community empowerment approaches.
  • Knowledge of climate justice, renewable energy, or Just Energy Transition issues is highly desirable.
  • Experience working with rural communities, women’s groups, NGOs, or development projects.
  • Strong facilitation, networking, and stakeholder engagement skills.
  • Excellent writing and communication skills in English and Bahasa Indonesia.
  • Ability duly to work independently and collaboratively in multicultural environments.

Preferred Skills

  • Experience in policy advocacy and coalition building.
  • Familiarity with participatory research methods and community-based approaches.
  • Knowledge of safeguarding and protection principles.
  • Ability to develop advocacy materials and campaign content.
  • Experience engaging with local government and donor-funded projects.

Reporting Line

The GESI & Advocacy Officer will report directly to the Project Manager and work closely with communication and field implementation teams.

Duration

Project-based contract (subject to project timeline and performance evaluation).
