REQUEST FOR EXPRESSION OF INTEREST (RFI)

REVITALIZATION OF GREEN OPEN SPACE (RTH)

Yayasan Rumah Energi (YRE) invites qualified contractors to submit an Expression of Interest (EOI) for the implementation of the Revitalization of Green Open Space (RTH) project.

1. Background

Yayasan Rumah Energi (YRE) is planning to revitalize the Green Open Space into a community-based public space that integrates environmental conservation, community education, food resilience, circular resource management, and recreational functions. The proposed design adopts a “lake-first” approach that prioritizes the lake view, public safety, preservation of existing assets, low-impact development, and integration of water, food, and energy systems.

The proposed revitalization covers an area of approximately 1,057 m² and includes public and communal spaces, lakeside circulation and safety features, educational facilities, food resilience facilities, water and ecological infrastructure, and a controlled bioenergy demonstration area. The design also emphasizes the preservation of existing trees, integration of the existing fish pond, revitalization of the existing viewing platform, permeable and non-slip materials, rainwater management, and separation between public and operational/service areas.

2. Scope of Proposed Works

The selected contractor will be expected to undertake construction works based on the approved design and technical documents, which generally include:

• Site preparation and minor earthworks;
• Public and communal plaza/entrance area;
• Pedestrian and jogging track along the lake;
• Lakeside safety railing and slope/vegetation protection;
• Revitalization of the existing viewing platform/deck, subject to structural assessment;
• Fish pond integration and related landscaping;
• Keyhole garden and food education area;
• Mini greenhouse and composting area;
• Educational and community gathering facilities;
• Rainwater retention/infiltration features;
• Sitting areas and/or gazebo/pergola structures;
• Welcome signage and educational information boards;
• Landscaping, planting and softscape works;
• Communal waste collection area;
• Biogas demonstration facility with an approximately 4 m³ fixed-dome digester, including associated structures and supporting works;
• Other civil, architectural, landscape, utility, and supporting works required to complete the project in accordance with the design documents.

The detailed scope, quantities, specifications, drawings, and technical requirements will be provided to shortlisted contractors during the subsequent procurement stage. The current design identifies the biogas facility as a controlled operational zone with separate service access and emphasizes that public circulation should not conflict with operational activities.

3. Objective of the RFI

This RFI is intended to:

• Identify qualified and experienced contractors with the capacity to undertake the proposed revitalization works;
• Understand the market availability and capability of potential contractors;
• Identify contractors with relevant experience in landscape, public space, community facilities, and/or environmentally sustainable infrastructure;
• Develop a shortlist of potential contractors to be invited to the subsequent procurement process.

This RFI is not a request for quotation and does not constitute a commitment by YRE to award a contract.

4. Minimum Contractor Qualifications

Interested contractors are expected to demonstrate:

• Legally registered business entity and relevant business licenses;
• Proven experience in landscape, public space, park, community facility, or similar construction projects;
• Experience undertaking civil, landscape, architectural, and/or small-scale infrastructure works;
• Ability to mobilize qualified technical personnel and construction workers;
• Ability to interpret and implement technical drawings and specifications;
• Experience working in residential/community environments is preferred;
• Experience with environmentally sustainable infrastructure, water management, urban farming, or biogas facilities will be an advantage;
• Good health, safety, environmental, and quality management practices;
• Ability to complete the project within the agreed implementation schedule.

5. Information to be Submitted

Interested contractors are requested to submit a brief Expression of Interest containing:

• Organizational structure and key personnel.

B. Relevant Experience

Please provide a list of relevant projects completed within the last 3–5 years, including:

• Project name and location;
• Client;
• Project value;
• Scope of works;
• Year of implementation;
• Brief description and/or photographs.

C. Technical Capacity

• Description of technical and construction capabilities;
• Proposed key personnel/team;
• Relevant equipment and resources;
• Experience working in constrained/community/public environments.

D. Financial Capacity

• Brief indication of company financial capacity;
• Experience managing projects of similar scale and complexity.

E. References

At least two relevant client/project references, including contact details where available.

The current design organizes the site into several functional zones, including Public, Food Resilience, Education, Bioenergy Demonstration, Water, and Communal Zones, connected through a continuous ecological and safety buffer along the lake edge.

• Submission of an EOI does not guarantee invitation to the subsequent procurement stage.
• YRE reserves the right to shortlist contractors based on relevant experience, technical capability, organizational capacity, and other applicable criteria.
• YRE may request clarification or additional information from interested contractors during the evaluation process.
• Detailed technical drawings, BoQ, specifications, and other procurement documents will be provided to shortlisted contractors at the subsequent stage.
• Contractors are encouraged to conduct their own assessment of site conditions and project requirements before submitting any commercial proposal at the subsequent procurement stage.
